When I make an animation, I tend to try to make it have a decent resolution. The problem is that the playback window tends to end up bigger than my screen, and I don't know if I can resize it so I can actually fiddle with the controls on the bottom. Is there any way to change that?

AFAIK, the playback window is not resizable. If your image is greater than your screen size, I don't know what you can do to fix it.

There is a button on the bottom that I think is for resizing the window, but it doesn't work for me. I'd guess that you can't get to it anyway. See image below.

The only way that I've found to be able to do this is by using the "ALT Drag" script for Windows.
This is a stand-alone .exe file that runs an Alt Drag function within windows.
You run the .exe file and simply press ALT and Hold, then click on any open window and drag it up or down to be able to expand the window and use the controls on the bottom of the animation playback.

You can check it out here and see if you want to try it out.

The button on the bottom is to set the speed of the animation. When you move that up and down to a greater number it goes really fast, The 0.125 and lower have a very slow animation.

I must note... I've found that this script will override any Alt key function within Gimp.
I suggest that the script be exited before using any Alt key function within Gimp.
You can stop the script from running by right clicking it's icon in the system tray and selecting "Exit".

Uh... I can't open up the system tray. Clicking on the icon does nothing, visually.

You won't notice anything visually when you click on the icon.
I'm using Win7pro and I don't know how win8 system tray functions.
Have you tried to AltDrag an open window?
However win8 stops running process, you can stop it from running.

Also, here is a screenshot of my system tray/notification-area.

I'm able to right click on the AltDrag icon and select "Exit" to stop it.

The frame size determines the Playback preview size.
Gimp Help: Playback wrote:
Preview
This preview of the animation automatically fits the frame size. The number of the displayed frame is shown below the preview.

If you can get GAP (Gimp Animation Package) to work with your set up you'll have way more playback and animation options.

If your image is greater than your screen size, click on the last right of the top (blu pyramid&red circle&yellow arrow) may be will fix it.

Not in animation playback. That detaches the image so it's free floating on the screen.

I have yet to figured out how to add GAP to Gimp 2.8 and have a fully functional GAP installation.
A fully functional GAP for 2.8 and higher has not been compiled yet that I'm aware of, am I wrong?
