That is the default symbolic icon set
Go into Edit -> Preferences -> Icon Theme Change to Color and additionally if you want use Custom Icon Size and the slider. OK all that and close preferences.

Looks like an upgrade from a Gimp 2.8 (or earlier

) and Gimp 2.10 has inherited some of the settings. Gimp 2.10 will migrate settings and resources from the old Gimp profile usually C:\Users\"yourname"\.gimp-2.8
If you want a clean installation, rename the old profile to say: C:\Users\"yourname"\.gimp-2.8-backup.
Delete the Gimp 2.10 profile C:\Users\"yourname"\AppData\Roaming\GIMP Start Gimp 2.10 and a new empty profile is created. Move any resources over slowly. Some old pulgins/scripts do not work.
