Hello! First, I am a novice with GIMP. I've done basic work.
I'd like to add red, white and blue filters to a photo.
Much like what facebook has made available with the rainbow filter that's circulating around now.
I want to do something like that for upcoming 4th of July.
Would someone kindly show me how to achieve this?

Give this a go. Add 3 layers (red, white & blue), each 1/3 the width or height of your image. Position them so they don't overlap and reduce Opacity. Consider experimenting with layer modes.
