I've captured something in the attachment. It's some Chinese text.

I want to make the text in white color, while it's transparent at the background

How to make use of layer function to have it done?
How many layer is necessary

Start with a transparent layer.
Add a text layer with the text tool and add your text in white.

Merge (don't flatten or export as a jpg) the layers together or even delete the background layer before exporting as a png
png will keep the transparency.

If you mean what's in the picture stroke the outline with white then fill in with white

There are many ways to change the color of an object,
or fill it with color.

If you already have the object on a transparent layer and it is black.
You can select Color>Invert, this will turn the Black object to White.

You can also Fill an object with color.
This requires some type of selection,
that you can fill with color.

You can use the :colsel Color Selection Tool.
To make a selection of a given color.
Once the selection has been made,
go to Edit>Fill with Background Color.
The background color is set to White by default,
unless you have changed it.

You can also use the :fuzzsel Fuzzy Selection Tool.
To select the object,
that you wish to color.
Then once again,
after you have made the selection,
go to Edit>Fill with Background Color
.
