The two gifs were already optimised, although I could be wrong on that.
Really a link to the 2 gif's will get a better answer, but it is possible to reverse edit the gif to a certain extent.
You should have tried for an image in RGB mode with solid layers. Then when all editing finished export as a gif with settings - One frame per layer (replace). That gives a file size of about 3 MB

Once you have that,
and if needed, open that gif and Filters -> Animation -> Optimise (for gif) to reduce the file size to about 2 MB. This time use the setting Cumulative Layers (combine)

Have to confess, not really into animations although I used to do a bit of video work. About 15 years since I used Premiere, swore off it then, hope it has improved.
