When we type a letter in Gimp, it's surrounded by a dotted line and I don't see how to enlarge that line? So when I try to outline text, the dotted line gets in the way and messes up the effect? What to do?

Try Layer to Image size.

You need to have the layer fit to it's actual size.
You can do this by going to,
Layer > Layer to Image Size.

In addition to what OdinBC has said, right click the layer in question, then select Layer to Image Size.
