When you create and save a brush GIMP reloads and refreshes all brush files in the brushes folder. This brush probably returns the error because GIMP can not open it for some reason. Possibly a corrupt file. I would just remove the ABR file and if you want to still use the brushes on it open it in ABR viewer https://sourceforge.net/projects/abrviewer/ and save each brush as a png. Then open those png images in GIMP and save each as a separate brush file (gbr).
