Your plugin folder is a mess. All those sub-folders.
Apart from that: You installed g'mic which is a stand-alone application. It does contain gmic_gimp.exe but if you use the correct windows installer for the
gimp plugin it will install in the correct place which is C:\Users\your-name\.gimp-2.8\plug-ins Not in a sub folder.
Snag that David needs to look at, the 32 bit installer is broken, a zero size file

FWIW, my advice.
Look in the uninstall menu for any version of gmic and uninstall
Otherwise delete that gmic folder you have, look in C:\Users\your-name\.gimp-2.8\plug-ins and delete any gimp-gmic
Get the zip file
http://gmic.eu/files/windows/gmic_win32.zipunpack and copy all to C:\Users\your-name\.gimp-2.8\plug-ins
