Doesn't look like there's enough data in there to be much use for reconstructing the text; the image has been heavily compressed already.

If you mainly just need to know what the text said, you might be better off asking someone on practical machinist. Someone there could probably at least eyeball the parts knowing the model number.

For that quality of image, I recommend a crystal-ball or as a minimum second-sight ;)

If you are going to make a screen-shot you need better than that resolution, as large as your computer monitor can display.

Even better, download the PDF, open in a PDF viewer, right click and save image as. At least that is what I did on this little net-book.

Get rid of the green. Better just make it white, using small stroke and perhaps a drop shadow but stroke will make the job.
With a font that works well for computer screens. You can go to 8 pixels and still read it well if you have good font.
The problem with your original (thumbnail?) image is that it´s scaled down with texts, typing text is best done over the final image.
Maybe it´s onenote that screwed it up? For better lighting, I suggest adjusting the lighting of the environment and camera settings. Post processing can never compete with a well taken photo.
