GIMP Version: 2.8.14

I'm learning Gimp for a web development class and it's requiring a plug in to be added
Even though I have gimp 2.8 the only thing i've found is
C:\Program Files\GIMP 2
but within that I have no plug-in folder.
Where do I put my .py?
To find your plugin folders: Edit>Preferences>Folders>Plugins
Normally, two directories are listed, one somewhere in the Gimp installation tree ("C:\Program Files\GIMP 2\...") and one in your user file space ("C:\Users\{your-id}\.gimp-2.8\...") better use that last one.
