I'm trying to do something very simple--that is, move a text box. But when I do, the whole background moves.

Remember it is not a text box, it is a layer. Either click-drag on a solid part of the text. Gimp 'sees' through 'transparency' to the first solid pixel, which is why the background moves
or
You have move - path - active path enabled. You need move - layer - active layer enabled

Moving the text box, as opposed to moving the layer.

While in the text tool. Hold the CTRL-ALT down (or whatever passes for CTRL in OSX)

Click in the text box and drag around.
