I would like to draw with a pen or a finger into gimp .
How can I tell gimp to use pen or finger for drawing ?

Only thing I can see for pen is the :ink icon (ink bottle) which I think you can do calligraphy style painting.
Unless you mean a tablet that has pen sensitivity?
Some computers or laptops are finger sensitive but to draw with a finger otherwise I think can only be done in a tablet. The :smudge icon is just for smudging something that is already there.
This is just an idea
For monitors that have the touch screens active you may have to set up some specific settings. Maybe in Preferences add "input devices?" Then Configure them.

Your system OS may have input device settings as well which interfere with GIMP's settings in its preferences menu?
Turn off the mouse so it only works outside the canvas/viewport area, thus telling GIMP to accept the pen as input device.

You have to select the Gimp tool with the device you want to use to "control" it. Assuming of course your device is identified as a specific device (Windows>Dockable dialogs>Device status) and not lumped with the rest in the "Core pointer".
