I've installed 2.10.8 on Linux Mint 19 by using the ottokesselgulasch PPA
You will find it very easy to install via terminal.

Text along path, Resynthesizer (heal selection) and other plug-ins can be added manually to your plug-ins folder.

This came up yesterday on another forum. The problem with the non-working plugins is a missing gimp-python package.

I was told that there was an update a few days ago but checking yesterday (for 'buntu 18.04 and Mint 19 users) the 'bionic' section from ppa:otto-kesselgulasch/gimp has gone. (Still gone at time of writing)

It looks like the fix is in the works, this is the 'preparation' PPA https://i.imgur.com/amlF8qW.jpg so be patient, it should migrate to the regular PPA. I did install Gimp 2.10.10 from those packages and it is working. This in a Mint 19 VM https://i.imgur.com/XeAah1V.jpg

When it comes to the gimp-plugin-registry package I have some *%!!??%%* views. Well past its useful date. 160 scripts / 24 plugins to clutter up the Gimp menus. Some have not worked since Gimp 2.6 days. If you do need any, get the package and unpack it, put in your Gimp profile. If you do have any specific needs resynthesizer/liquid-rescale..etc.. always someone on a forum to help out.

AFAIK: 1) ofn-text-along-path isn't on Otto's PPA and 2) it works OK on 2.10.

If it doesn't work please explain what exactly is wrong (and make sure that the.py is marked executable where Gimp 2.10 finds it).

Otherwise, yes, the Gimp 2.10 data structure is somewhat different from what it was in earlier versions, and this can break compiled plugins (but not the Python ones), and adaptation isn't trivial.

As I explained in the previous post, The Gimp 2.10.10 for 'bionic' ('buntu 18.04/Mint19) appeared briefly but was missing the gimp-python package. No Gimp python, therefore no python plugins.

Text along path works fine in Gimp 2.10.10 AppImage, So I'm guessing Rich2005 is correct.
