This came up yesterday on another forum. The problem with the non-working plugins is a missing gimp-python package.
I was told that there was an update a few days ago but checking yesterday (for 'buntu 18.04 and Mint 19 users) the 'bionic' section from ppa:otto-kesselgulasch/gimp has gone. (Still gone at time of writing)
It looks like the fix is in the works, this is the 'preparation' PPA

https://i.imgur.com/XeAah1V.jpgWhen it comes to the gimp-plugin-registry package I have some *%!!??%%* views. Well past its useful date. 160 scripts / 24 plugins to clutter up the Gimp menus. Some have not worked since Gimp 2.6 days. If you do need any, get the package and unpack it, put in your Gimp profile. If you do have any specific needs resynthesizer/liquid-rescale..etc.. always someone on a forum to help out.
