Does someone know why, when I rotate text (-90degrees), it shows the text both horizontally and vertically, then when I move it to the place I want, it does not show the simple text in black, but it looks like all the text is highlighted? I assumed it wouldn't matter when I export the document (I assumed the text would turn black when I exported it), but it still looked really weird in the jpeg exported document. I've only had this problem with one of my photos - all my other photos before and after have worked well for me when I rotate text, but I don't know how to fix it on this document. Thank you!

I guess you are applying text? If so the text is a new layer. You can right-click > Layer > Transform > Rotate various ways.
Use the Move tool from the toolbox to place it where you want. Then right-click > Layer > Merge Down.

Wow, thanks so much. Why is it important to merge down?

Only important once you have it where you want it, to stop it from moving again.
If you want to keep the document to edit again save an xcf before you merge, flatten, remove selections, paths etc; so you can edit. The native format of gimp (xcf) will keep all of the information in the document that you added in gimp.

Okie, are you changing tools from rotate to move tool before you move?
If you don't when you try to move it, it will rotate again and not move.

Just a reminder that from Gimp 2.10.6 there is provision for vertical text and keep text as editable text. Right click on the on canvas text dialogue.

Yes, I did know about the switching to the move tool. Thank you for the extra comments; very helpful!
