The blue line ?

Thats a guide. You can make it invisible via the menu:
View -> Show guides (Shortcut: Ctrl + Shift + T)

To get rid of it, drag it inside the ruler with the Move Tool set to "Pick a layer or guide".

In Gimp 2.10 you can also delete all visible guides by going into the Image menu -> Guides -> Remove all guides.

You don't have to drag the guide that far inside of the Ruler, Konstantine. Just drag it outside of the edge of the Canvas and the guide will disappear.
