Off the top of my head, i'd start with posterizing a monochrome image. that may point you in the right direction. There is probably a plugin somewhere that will give you this effect with little fussing.. GMIC will be a good candidate. There is the obvious 8 layers, as noted by the shadowing on each. You would need to manually adjust the effect to each layer, and add some shadowing.

You would need a image with high enough contrast to help this effect. I'm imagining the sample image probably has a black background and the light source is definitely right in front of the subject.

Hope this helps get you started.

Thank you.. I had already come this far.
This is the result after I separated the layers and shadowed them 3d .

Also, did a paper cut out and fold render(s) a while back. Below's one that used G'MIC's polygon to get a paper fold effect. :)
