GIMP Version: 2.10.32
Operating System: Windows
GIMP Experience: New User

List any relevant plug-ins or scripts:
g'mic

So in g'mic you can select favorite filters. So Next time you open the menu they are listed at the top.
Question I have is, is this favorites file saved anywhere or, how can I export the favorites list to share with other people and or for import to Gimp onto a new computer?

In Windows 10 it is in the AppData/Roaming Folder.

BTW you will also find your user.gmic file there if you ever wanted to add new filters directly to G'MIC. Such as user submitted ones. You can edit either of these two files with Notepad ++.
