 Post subject: Un-closable Tool Options Dialogue Panel Covering Top Menu Items

GIMP Version: 2.10.30
Operating System: Mac OS
OS Version: Mojave
GIMP Experience: New User

I have just started to use Gimp. (Previously an intermediate Photoshop user). I am encountering a problem where for no apparent reason and randomly a Tool Options dialogue panel plants itself above the tools (which I have set vertically on the LH side of the interface). This dialogue cannot, it seems be closed. The dialogue obscures the LH main top menus.

The only way the dialogue can be made to disappear is if I quit the program. However, I have discovered that I can access the obscured top menu items by clicking on to an unobscured menu item and scrolling to the left whereupon the obscured menu items then come to the front and can be used. Even though I can access the obscured top menu items I cannot access the 'minimise, restore and maximise' window buttons.

Has anyone else encountered this issue and if so has a way been found to clear the annoying and distracting unwanted dialogue panel. Images attached
