I need to update filters in GMIC and I get this error each time.
Please, could you help me to solve it?

That version of gimp_gmic_qt (3.0.1) that comes with samj Gimp 2.10.30 is in gmic terms 'ancient'

I can even get the same message in linux with gmic 3.0.1

You need to update the whole gimp_gmic_qt plugin using a specific samj plugin

Pour les anciennes versions Gimp-2.10.30 64 bits et Gimp-2.10.32 64 bits une archive est disponible en téléchargement :

Download that 7zip archive, unpack it to get the gimp_gmic_qt folder

Go to your Gimp-2.10.30_Portable_32-64bit-Win folder and in Preferences -> plug-ins rename the existing gimp-gmic_qt folder to disable the old version and put in that new folder (gimp_gmic_qt) from the .7z archive.

That gets you a gmic version 3.2.5 I have tried in a Gimp-2.10.32_Portable_32-64bit-Win and it works there.
