Fill color, rgb noise, and run sparkle twice. May not be realistic glitter, but simple it is. :)

Also, if you are not hessitant to use 3rd party plugins, Richard Rosenman's Box Fitting is a nice plugin. Added sparkle twice again to add some sparkle. G'MIC has a box fitting option, too, but does not randomize colors. :)
