Hi, others might have better way but I just played around with this.
So it's unclear because of the fog.
What I did was
1. Selected the church with free select tool around a bit of sky too it's okay.
2. Then pasted to a new layer,
3. then Color/Color-to-Alpha and clicked the color change the color and click the sky since I want everything that's sky or fog color to be transparent.
4. Duplicate this a few times as much as you want to get the church really showing.
5. But the walls at the base of the church isn't that foggy so it became quite dark
6. So I just merged all these color-to-alpha copies and added layer mask and use the gradient tool to transition the mask from top to black bottom so that lots of the top of the church shows through and gradually stops showing the base of the church.
This is my result from above steps

Or for lazy people:

G'MIC Filters: DCP_DEHAZE(strong) or SIMPLE_DEHAZE(delicate)

Usually a bit of contrast helps but this needed more.
I used GMIC's Local Contrast Enhancement, Equalize Local Histograms, Mighty Details and lastly Normalize Brightness filters.
You may need to select the sky and cut it out then re-add another if you do it this way.

Here I had to do it

Had a go with gmic simple local contrast and then gmic mighty details.
Painted on a layer mask to isolate the tower and put the original picture below.
