You touched on a sore point with me. Windows, no support, all about selling new gear.
Not going to work with Windows. I have a Wacom Volito 2 (CTF-420) circa 2005 No working drivers after Windows 7 and even then more than a bit 'flaky'
...however....
It does still work with linux, certainly a kubuntu 20.04 Linux up to now still has Wacom support built in. Pulled out of the scrap drawer

Plugged it in, set up the pressure curve and away we go.

You could try booting a linux from a USB memory stick, some of them come with Gimp installed and see if it works.
It is annoying, I have a perfectly good Canon LiDE 30 USB powered scanner of about the same age. No up-to-date Windows drivers for this in a long time. Works perfectly in Linux but I can not even give it away, I have tried and I do not want to scrap it.
Sorry about this very obvious plug for linux.
