GIMP Version: 2.8.14

GIMP Experience: New User
This is not the first time this sort of thing has happened.
The
Tool Options dialogue has effectively vanished, rendering GIMP useless.
Last time this happened, I was able to click a little [<] button on the left pane, where the Tool Options dialogue used to be, and select Add Tab\Tool Options. Now, that does
nothing.
Alternatively, I can select Windows\Dockable Dialogues\Tool Options, which puts a floating version of the dialogue on screen, but this floating dialog disappears
behind the main GIMP application the moment I click on anything or switch to another program.
I have tried to reset my tool options to default by following
these steps, but it does
not work. Rather than appearing as a large window in the left-most pane, all I can see are a couple of scrolling values at the very bottom of the GIMP application—depending upon the tool selected. I see that I've lost the ability to alter my Clone brush values, which effectively breaks the program for me.
Can someone tell me how to restore the Tool Options dialogue to the left side of my screen? Is there
any effective way to prevent accidentally vanishing toolbars and dialogues?
Thanks, and have a great weekend!
