Perhaps this is a bit difficult, and need a complex processing.

How can I got the result image? What's the procession steps?

I'm not sure what you are trying to accomplish. Could you provide a more detailed explanation, please. It looks as if you are trying to apply a blur to a very small image and the small border on the result images to the left are a result of the pixel size. You might try a higher resolution before applying the blur process.

Sorry for my poor english skill.

My plug-in need this effect. If I know how to doing it, then I can coding it into my plug-in.

Need zoom the image in GIMP to see the details.

What's the processing steps to conver original image into result image? I am sure only using blur tool could not got the result image. Perhaps need some sharpen tool?...

Wavelet Decompose can give you this effect. After running the filter, choose the right Grain Merge layer to delete and then duplicate other Grain Merge layers to mimick this result. :)
