I have downloaded and tested both versions, 32 bit at work and 64 bits at home.
1) I note that this version has no installer, so it's a portable version ?
If yes, is it stable than a version installed ?
yes is portable you only have to take care to place on a path without blanc spaces in the name
(so C, D, F are fine , while C:/Documents and Settings , or C Program Files may create problem for the 2 blanc spaces and the last also because VIsta and 7 place a sort of lock on Program Files
(Making everything not editable that will block some function (as edit or create brushes)
2) Why the 32 bit has a bat file to start and an exe file for the 64 bit ?
Just because i would not know how to associate icon to a bat file
I may do the same for 32 bit, basically the exe are just compiled bat file

It was intentional first i don't like added menu, then Fx Foundry rename the filters making hard spot clones and duplicates, and last the pack was not updated so many scripts are not in the last version.
Many of the script also in a fx foundry pack are included but in the original author version and are more updated

Just explore the Photocomix folder, there are all the extra script and plugin, actually are almost all updated (except gmic that was just released) anyway to update you may just replace the files there
I also grouped the script/plugin to make easier search and update.

Yes but usually easy to solve, the 32bit version may run only 32bit plugin
The 64 may run both but may be better kept then separated (in gimp 64 bit there is a "32" folder for that) to avoid conflict between dll with same name, but needed in 2 version , at 64 bit and 32

I could not include PSPI for a license problem
It is licit add it but not distribute a version of gimp with pspi included
About gurm i don't include because i was not sure how to make it work when gimp was used as portable :
if moved all the gurm set up has to be redone

This should not happen i suspect you have some problem with the screen size setting
Most computers detect well automatically the screen size, but the intere screen size.
Alas not all detect correctly the "working" screen size (i.e. screen size less the place used by the taskbar ) .
Seldom apps use all the screen size so is seldom a problem
but some gimp scripts use all the screen size and so they may extend behind the taskbar and what behind can't be clicked
if that you have to control and correct the screen setting in My Computers (or use a workaround as move laterally the taskbar )
