I created images in different sizes using gimp.

is it windows? gimp? me? help?

Maybe it's the picture manager? I used to use gimp on windows, but never had that problem. I always just saved them to a folder in My Pictures.

GIMP does not resize images when you save them. None of the programs that I know of does this against your will.

Did you use, Image menu >> Scale Image?
Each time you resize the image export it with a new file name.

may be that :
when after Save you scale down, as example to export a jpg copy for sites requesting images of lower size, will be a message popping out asking you if you want save the changes, and is easy if over-thinking click yes ...and then the original will be replaced by one of lower size

On Mac the default viewer ,iphoto makes can make quite unexpected things without clearly asking, but you wrote that you use Windows so should be not the case, the default windows image viewer is not a great viewer but i am sure it will never scale down without a explicit command
