The layer to image size doesn't actually scale your layer, it just makes the layer boundries the same size as the canvas. you can see this by making sure your layer boundries are turned on, Go View and click on show layer boundries this should tick the selection, then click on your layer to transform and you should notice that it now has a yellow border around it. Now if you perform the layer to image size function you should notice that although you layer image stays the same the yellow border of the layer has now grown or shrunk to fit the canvas sizes.
The best option if you want to scale your image as well would be to go layer>scale layer then you enter the new values you require, these will be linked and changing one will change the other in proportion to the value entered, if you want to have to seperate values the click on the linked chain next to the two value boxes so it becomes unlinked, also the best interpolation to use when scaling is either the cubism or sinc settings.
