There are printing programs that will let you choose a pamphlet format, and you just enter the graphics/photos and text into the template. You probably also can choose any picture or graphic as the background for any or all of it.

You mean you want it to look like a book with the pages with your image on the front of it. I was looking through some research and quite come up with a tutorial on it.
I am not quite sure exactly what you mean.

I am sorry,I should have been more specific.
mostly something like the attached pic.
doesn't have to be 4 sides..3 fold works too
I wanted to place pics of my kids with captions through out their growing days.

I would open a large rectangle layer, use your vertical guides to section it off.
Then make 3 layers and use each picture and caption in each layer
You could color each layer or leave them white,
I think it would be quite nice.

but then how do i put them back together folded like in the pic?

This is just a rough way that I would do it but I am sure there are better ways.
You can add much better backgrounds, put borders around them and all kinds of different setups, this is just an example

I like that pdf tony, and the way it showed how to do the folds with the hi-lites. there are so many options on how to make this into a great pamphlet.

Here's an idea, use CSS WebSprites script.
In Gimp use as many layers as you need for your pamphlet and then run the script to arrange them side-by-side. The most important part is setting up your workspace before you begin. Set Print size resolution to at least 150 PPI or preferably 300 PPI. Calculate layer size by dividing landscape page width by the number of panels. In your calculation be aware of margins and gutters.

EDIT,
A quick way to start would be to open a new US-Letter or A4 template in landscape.
Image | Scale image, break the chain link, divide by panels in the width box.

Consider exporting as a PDF and open in Adobe Reader, it has some nice printing options.

I didn't make that book, I just got it from Bing Images and posted it as an example.
I don't know of any tute for that but I can be done by hand somehow.
