In menu GIMP: Filters->Noise->Mezzotint...

A linux 64 bit version. Compiled in 'buntu 18.04 / Mint 19 / Gimp 2.10 so plenty deprecated warnings, but just warnings.

Unzip, put in ~./config/GIMP/2.10/plug-ins and check that it is still executable.

First try. I prepared the original image (mannequin from fontplay) with following settings. Using long lines and strokes look good with desaturated and sepia images in my opinion.
1. Colors/Desaturate/Color to gray (Radius 74, Samples 4, Iterations 10)
2. Brightness-Contrast (Brightness -95, Contrast 90)
