I read different reviews about the scroll bar.
For me, it never caused problems (unlike some old "unfixed" scripts).
The GPL license requires attaching source (script-fu-interface .c) so some users will also put it in the plug-ins directory and this is the first step to trouble - so don't install the contents of the src directory.
Any unnecessary file extends Gimp's startup time (in extreme cases can cause Gimp to crash) - and * .c files are unnecessary for proper operation of the plugin.
You must replacing script-fu.exe [ ...lib\gimp\2.0\plug-ins\script-fu ] in the original location (best after archiving the older version - as *. zip or 7z).

Thank you MareroQ, I had not seen that there was version 2.10.16 on the samj site.
