It requires LayerFX. Perhaps you don't have that installed?

I'd like to ask you if I go to Filters-Map-Bump Map is it supposed to do something. It has no effect whatsoever on my installation of 2.10.15 and it didn't on 2.10.14 either.

Mackenzieh, as you can see from the thread, I was having some problems with Mike License Plate but, I was not using Gimp 2.10.14. I had, I believe, an outdated layerfx.py plugin and an unneeded layerfx.scm script. I deleted the layerfx.scm script, used the layerfx.py plugin that Racer-X provided and also his updated MikeLicensePlate.py plugin.
All of this worked for me, but I also wasn't using 2.10.14 which is known to have issues. I know it's hard to change Gimp versions for many people that are using PPA's, for example, but you should try. You probably shouldn't upgrade at this time to 2.10.5 or 2.10.7, which is out now on the AppImage site, because then you have issues with changing fonts and gradients, etc... in varied plugins.
I downgraded, using the AppImage, to 2.10.12 and everything works. Again, I don't know your OS or in which way you are installing Gimp but, it's worth a try to ditch 2.10.14 and try another version if it's not too great a problem.

is an old license plate I made months ago using 2.10.14. It just doesn't work. I thought that is how they were supposed to look until I read this thread and saw the good examples of how it's really supposed to be.
