I am asking this for someone else who has a Mac, can I download Layerfx somewhere?

If you open GIMP, you can go to: Edit/Preferences/Folders/Plugins and you can see your user path where the plugins go.
OSX: /Users/{your_id}/Library/GIMP/2.10.22(or your version of GIMP)
