pm_rusty_text_effect plugin (almost real)

[align=center]I know we have Graechan "Rusted.scm" and know I present you my own personal Rusty Text plugin.
This is not a code translation, this is base on my own way using LayerFx.
Please comment and let me know if any errors!

***There are two locations for this plugin***
A. GIMP's menu: Pocholo's-plugins> Rusty Text - It will create a Rusty Text with a text size> 200 px

B. GIMP's menu: Filters> Alpha to Logo> Rusty Effect - Just add a white background, add your own font and your own text size.
