Now when you open gimp, an image, BRL, you should see the scrollbar...
I'm using a laptop & have found that I have to reset the BRL window each time I use it, by dragging down from the top to make the window smaller so I can move the smaller window up to see the Okay button at the bottom...

If I'm correct,
I think it only works on python.exe plug-in's and not Script-Fu.
You may need to use the ALT-Drag Windows Script for Script-Fu.

this seems to be an issue with Script-Fu and Gimp 2.10.
That's why I suggested using the ALT-Drag script for Windows .
This script runs in the background of Windows,
when it's launched.
