The gimpfu.py is to get scrolling for .py files
For .scm files:
Place your scriptfu.exe in the systems plug-in folder.

The gimpfu.py that comes with your program installation does not have the additional commands for scrolling. Remove that gimpfu.py and replace it with the amended one that has the commands needed.

Why won't you use the ALT-Drag script for windows?
You'll be able to move the dialog around,
so that you can use it all.
It also works on Win10,

I would only use the Alt-Drag script,
when you want to use the scripts or plug-ins,
that have the extended dialog's.
Otherwise I would not enable it.
