The dropbox link doesn't work.

I could be wrong, but I believe this plug-in is dependent on Photoshop's internal filters, because I couldn't get it to run.
Gimp, and my "workhorse" Corel Photo-Paint both spat out a filter error, IrfanView did not respond at all.
The good news is that you can achieve same effect with Gmic pretty easily.

What kind of file is it because I have Adobe photoshop, could you tell me otherwise how I get the effect in G'mic?

It's 2x .8bf format plug-ins.

Edit: I forgot the pixls.us workflow has been scripted by Sébastien Guyader.
It should be close to LucisArt/Dave Hill effect. For my taste it looks a little soft. Have to test more I just downloaded it.
Not sure if there's something wrong with the script, the graphic novel layer that's in 50% opacity does not seem to change anything even at 100%.

Thank you, I already found this one. You can also use an 8bf file in Gimp if you have the pspi. plugin download.
If you have the luscisart file and want to share it, I would like it.

I know, I know. I've always had the PSPI on my Windows machines. PSPI works with some (usually older) 8bf files.
It does not make LucisArt to run in Gimp, because of the thing I said earlier. It requires Photoshop.
