ok, I guess depending where you download from as to where they go. I get confused by all this too. I know if you right click on your plug-in or script and open it in notepad or whatever is available, it will tell you where to find where scripts-plug-ins are.
An easier way is to go to Gimp > Help > Plug-In Browser...then type in what you are looking for.

EDIT:
I have a problem with my Layer effects. I don't know what to keep or what to discard.
I have layer effects now in two different places and they both work. I downloaded the icci-layer-effects.scm and that put the FX-Foundry up in my top bar. Layer Effects are now in there.
They are also Under Layer > Layer Effects which is a 2.8.py plug-in.
Question: which one do I keep?

Sorry Molly, can't help about this.
But here in GimpChat forum has some guys who are really experts, I think they might have an answer.

But if both are working well, then maybe either would keep both working, as removing either one.

Thank you akros. Even though they do both work, sometimes when you are doing a tutorial, the person that made the tute uses a different plug-in or script than yours and the settings are different.

Thank for the update :tyspin

I do HATE the FX-Foundry menu and even all submenu based on filter's author name :hoh
so i immediately changed the menu path to Layer...are layer effects right ? so layer menu look a logical place where to search

Usually correct the menu path is trivial here was a pain because the path to edit is not one but dozens and all should be corrected coherently :gaah

But that path were not your fault but from Fx foundry... thank again for the update and the additional effects

Anyway i renamed the script "Layer Effect 2" to avoid confusion with the many other previous version and corrected the paths so now it is all accessible from "Layer/ Layer Effects 2"

Thank you PC, very good idea. Do I remove the iccii ? I don't like the FX menu at the top either.

the 2.8.py plug-in should be the one by Jon Stipe i keep talking about
it has the advantage of a preview, but there are also a few bugs and it put all your layers in layergroups and hid them like an easterbunny

So you are saying not to use this one, do I hide them from the Easter bunny or use the other one.

Hy Molly if you like you may keep the python version i also renamed the paths to avoid conflict with that

But on the contrary is better you remove other scm versions of Layer Effect, that may and most probably will conflict

well Graechan improved the icii script and i think its quite handy to have it directly in the menu

so now you have a stroke that is not crap, probably no bugs related to the undo function, etc

i dont know which one you should keep, as i said: i only use the layerfx script for Bevels and told you to do the same, but you are not listening to me :bawl

wat ?
i wrote you 26 pages of loving instructionzzzzzzz yesterday :hoh :rfy

also Mr. Esper expects you to follow my tutorials and learn them inside out, so i dont have to explain the same basic techniques over and over again :cute
if i had to explain each step in a new text effect, they would be four times as long = not good :keybdtype

I left the script under FX-Foundry because that was the original location, all testing was done using gimp2.8.2 and I have found that even the default plugin bumpmap crashes gimp in gimppainter so if you use the scripts on anything other than 2.8 then it's unproven.
there is no need to uninstall any of other layer effects other than previous ones by iccii

Okay, thanks Graechan. I thought that I would have them clashing if I left them both there. I would like to change the one that is under FX-Foundry cuz I don't like so many at the top like that. I wouldn't mind having it under layers along with the other one but with a different name like PC said.

@Graechan:
while trying to edit my script i found under 'Gradient Overlay', this piece of text
Quote:

its german and this is the translation - dont know if its of any use for you:

"14 parameters are given here, but 16 are required
because the programmer didnt include supersampling
i set this to FALSE and the missing supersampling threshold to 0
(so it shouldnt matter which value it has)
also i replaced the deprecated procedure here as well"
