Version for Gimp-2.10.32 Win 64 Bit attached.
Place the file in Gegl plugins in a directory: C:\Users\YourName\AppData\Local\gegl-0.4\plug-ins
If you're missing the plugin-ins folder, create one.

In menu Tools➤GEGL Operation➤Goo Text

I think it's due to the fact that I keep each effect in its own folder, rather than all the effects together in plugins folder, which might be why the new effect keeps working for you. Just a guess.

Perhaps we have to be a little more specific how to place it the plugin in the directory: C:\Users\YourName\AppData\Local\gegl-0.4\plug-ins. Like place the folder not the file, inside that plugin folder. I rename the folder if I have to, and put the folder inside the plugin folder.
