Thanks for your input, Rod.
The problem is not to get GAP working.
It works.
The problem is to get the language file to the right place, so that GAP is translated.
I would think a place like
C:\Program Files\GIMP 2\share\locale\de\LC_MESSAGES
would be good, as it holds all the other language files. But it doesn't respect it from there.

Tried it inside the GAP folder as well and some other places ... but it just doesn't want to translate :-(

Actually i posted the new download link because the first one no longer works.
Have you tried placing the entire shared folder directory here?
C:\Users\<yourUserName>\AppData\Roaming\GIMP\2.10

@Nelo.

You can specify the required location of the translation file.
Open the pluginrc file in Notepad ++ and search for locale-def "gimp20-gap"
Put files in the required location or a temporary solution (because in some cases Gimp will restore the original location):
Find, replace, save.

What a find @MareroQ.
This works ... but only once.
Directly after editing pluginrc it is translated.
But GIMP replaces all the occurrences again with mingw paths when it starts.
But at least I know now why it worked for once sometimes but not for a second or third time.
