following PatDavid's tutorial found here:Hedcut Effect (close but no cigar)
I think this effect is fun and deserves its own script so...
The script will be available under Script-Fu/Floor Street Journal...
The settings you can change are shown below:

Location: Native to NYC living in Arizona, Gimp 2.8 & 2.10, Win 11 PC.
When doing the image of actor Steve McQueen, viewtopic.php?f=23&t=11112&start=20#p149406 I eliminated the use of the filter, Artistic → Engrave and also changed the way the filter, Erase Every Other Row was used. By actually erasing every other row as well as columns. On a layer of the image with an alpha channel, with the color white sent to alpha.
Gaussian blurring this layer by 1 or 2 and using Color Curves on the alpha channel to sharpen the stipple effect.

That´s interesting, looks like some C64 mode. I can´t remember them anymore but there were lot of slideshow demos looking very similar.

playing around with this filter,
i made a copy of the original rotated 90degrees then applied the filter then rotated back to normal
and copied this on top of an already filtered image to get the effect to go in both directions and set this layer to multiply.
