There some work in that plug-in but done on many years (when the inspiration hit and usually prefer perfecting one of my plug-in).
Version 0.2 was link more to the past since it was for GIMP-2.6 and start of GIMP-2.8; version 0.3 is for GIMP-2.8.14 or greater, then oriented more to the future.

A new version 0.3.5 is available at the beginning of this thread like before.
It a bit more armouring (for the labelling arrow), tweaking and label max. length is now 3 bytes:
permits a 'unicode' character associate with an ASCII one.

Here is a counsel that concern the entering of label text for Linux, place the ' Label the arrow?' window before a left-click on the proposed char. because a left-click or dragging this window during, make the space key escapes this entering text!

Testing the Linux-root ('/usr/lib/gimp/2.0/plug-ins') install, which made sense for this plug-in file size and the prime time promise (in the workstation), this was not working.
Each user should have is own config file, so the config file folder should be independent of plug-in place. Now config file is in user space (/home/<user>/.gimp-2.8/py_configs) and translation in folder '/home/<user>/.gimp-2.8/plug-ins/locale', they are fixed on the user and independent
of the plug-in place. Tested also on Windows 7 64 bits in r'C:\Program Files\GIMP 2\lib\gimp\2.0\plug-ins'.
The other change of background colour for UI coloured text is for the GIMP theme proliferation.

If you install over a previous version, replace the plug-in and could transfer the file 'ArrowsCreator-0.3_config.txt' in the folder 'ArrowsCreator-0.3' to '/home/<user>/.gimp-2.8/py_configs', before removing the ArrowsCreator folder.
To have this install for a Linux group, set in plug-in file permissions 3 things right: EXECUTE, Others=reading only or none, GROUP=<THE GROUP NAME> and with ACCESS='READING AND WRITING'.
The new version is 0.3.5 (2016-12-09), in same place as before.

For the same version as the previous one, my work on version 0.4 and arrow style 6 has uncovered a missing case for the same style number in version 0.3.
So here is a patch for the missing case in ArrowsCreator-0.3.5, of head length greater than whole arrow length, for arrow style 6.
I will keep just one version, the more recent one, since the only advantage of the older was less ties to standard GIMP-2.8 profile and hopefully version 0.4 will have less restriction.
