I use Inkscape for this step when high precision is needed for a comic; Working with vector objects from the onset is a lot easier than using pure GIMP IMO. Also Krita has decent vector tools for this step these days (although it's hard to compete with Inkscape on vector in general).

Here is my attempt at the comic strip banner. It's not the best. But I can only do so much with Gimp.
The background is washed out toned effect along with scanlines.

I like yours better than mine. I don't know how to get the white lines look that way. It's very difficult to use the paths tool.

I notice in Gimp there is no shapes or anything. The graphic i posted on a earlier post. The person made it in psp9. ..So..i wonder what tool was used or if it was just template put together with shapes.

I do quite a bit of Comic stuff, and I simply use PicMonkey

It has some great collages, that I use for my frames, and then for the writing, it has a series of masks and writing styles under its "Comic Heroes" section.

Here is one of my attempts - I used GIMP to convert the photos to B&W drawings, using the Photocopy tool

If you want to get something like that the procedure is easy in gimp:
- create a white image of the same size of the one you want to transform
- decide how large do you like to have the white stripes and reduce accordingly the size of the white image (I decided to have lines of 3 pixels, hence I reduced the size to 1/3)
- add transparency on this white image (very important)
- run the filter "Distort/Erase Every Other Row"
- enlarge back the white striped image to the original size
- copy and paste as a new layer on top of your source image
Here the input and the output (shown both as xcf and png)

I made this comic frame template using "Improved comic strip frame creator". I actually like this better.

good to know you're using it.
You can change the dimension of the frame in code (width and height variables) before clicking the play button.
If the image is too large you can zoom in and zoom out like how you zoom web pages (Ctrl+mouse scroll)
