OK.
In fact, that filter is a "helper".
I understand that it's a "helper". I just don't get why it's there if plugins already do the actual work. I don't see the point of the the tile helper, that's all.
Not to invent the wheel again. Consider it like a "sub-assembly", like a battery for a car producer.
That .scm performs an interesting function which is useful as a preprocessing step.
What you say can be applied to ANY existing filter either in Gimp or in G'mic: why to use the "blur" function of gimp? a coder can do it by himself, managing each pixel. Why to use G'MIC isophotes? a (good) coder can do it by himself .... and so on.
Why a cook makes use of butter instead of doing it by himself starting from the milk?
The world (including the world of coders) is made not only of totally self-standing finished products, but also by "helpers", which just perform well specific functions. RobA scm is excellent in performing what is needed at a certain step in the overall process; it is released stand-alone because it can be "called" when needed by other filters (or used directly by a Gimp user who likes to implement manually -for instance- the tutorial of Lyle).
Hope to have cleared the point, if not ask some other coder, who may better explain the process.
