For me:
in Gimp 2.8.16 - works well.
in Gimp 2.9.3 - I have exactly the same error - so it's not a computer (it may issue version of Python - I will check later)

... one of my Aussie orchids run through the script then I gave it a bit of 'spit & polish' with some GMIC>local orientation, which really brought out the colours

I guess I have to explain a bit how to get Mosaic accordind to the user taste.
As detailed in another post, I'm limited to a brush spacing 10x (1 pixel dot every 10 pixels).
To have a bit of flexibility I created the parameter "work dimension".
Depending on the value entered in there, result may differ.
Let's assume a square image for simplicity.
If you enter 1000 the filter creates a work image of 500x500 and using tiles of 10x10 you get a mosaic of around 50x50.
If you enter 2000 tha mosaic will have around 100x100 tiles: different from the previous one.
See here an example:
entering 1000 I got this outcome:

I agree. There are apt to be heaps of older plug-in problems unless the developers allow for older plug-ins to function as they have with previous releases.

The Registry really is a mess right now. They need to go with a different layout program like PHP or Wordpress in my honest opinion.
