For GIMP Help System [Use the online version] and plugins File/Create/From Webpage...
necessary TLS/SSL support [glib-networking].

It is only 7 files (but the lack of them in the official version):

\lib\gio\modules\libgiognutls.dll
bin\libgnutls-30.dll
bin\libgmp-10.dll
bin\libhogweed-4.dll
bin\libnettle-6.dll
bin\libp11-kit-0.dll
bin\libtasn1-6.dll

Tested for Win Vista32bit in Gimp 2.8.20 and 2.9.5.

ps. Edit:12-05-2017 In version 2.8.22 this problem has been fixed.
