I have recently installed gimp, yay for me. I inherited some ancient kpt plug-ins that didn't work so well in windows 10 so naturally I went looking for plug-ins and filters because more tools is more better

Sure, there is likely some marketing for image selection but I would like to know how to do this, or a freer way to neonify stuff

Have you tried the plugin G'MIC yet?
There's over 400 filter there
http://gmic.eu/gimp.shtml - can be used on Windows, Linux and Mac

Anyway if you can figure out a flow I'm sure one of our coders could put it in a script/plugin for you.
