Creating plugins for GIMP using Paint.NET or call with your own filter settings ? Yes !

One of the many plug-in Paint.Net is PdnFF

which (in addition to writing for * dll with Filter Manager -> Build Filter to display the menu in Paint.Net Effects) allows you to open certain files *.8bf and *. afs (those with Filter Factory) and modify it (which is not simple), but during the recording retains the settings! (as *. afs).
This file can be opened directly in Gimp with Filter Maister
[http://www.filtermeister.com/] or by ShellOut [http://www.gimpchat.com/download/file.php?id=1875 - version 0.5! ] calling Paint.Net and use of PdnFF.

If you wrote an interesting plug-ins *.afs it can present them ?

I really don't understand how would be possible create plugin for gimp using paint.net.

But you are talking about Filter Factory filter and derivates, Gimp has already a a plugin to read,edit and use ffl, afs and similar.

It is called UserFilter, i mirror the Windows version renamed FilterFactory converter here

and you may want download that, even if you use Linux because the zip include a few thousends of filter already converted (the UserFilter use internally a language somehow close to that of Filter Meister but convertion or as to be done one by one, or in batch using a utility included, but not directly accessible from the plugin interface )

I never really have create FF filters, but I quite often use the User Filter for fun. :)

that is correct but the size of the preview could be modified
Not sure if i may do, but somebody with some experience in C or C+ should be able to do easily

I even tried to have a look but i could not find the part of the code related to the preview.
I suppose should be a way to use some kind of search to locate where the word "preview" or "PREVIEW" is used, but i have no idea how

a pity because obviously the size of that preview display is hardcoded, and once found where there is no need to be a developer to replace that hardcoded value with something less microscopic
