The zipped folder contains the filter plugin and associated joined-up fonts. You only need to install the fonts if you do not have the ones that came with the previous version 2.13 update. Fonts before version 2.13 will not now work with this filter.
Download and install the plugin to your plugin folder. Install the fonts, if needed, into your gimp fonts folder. I would remove any old plugin and old fonts from their user folders. I have added 213 to the font names for ease of copying over but this will not appear in their names in your font dialogs within Gimp if you want to use this version.

User control over the opacity of the letter layers
Rotation of the letters in the text
Add jitter to the rotation to add a random element to the amount of rotation

The new options when used together can produce some interesting effects - rather like using letters cut out of coloured tissue paper and laid on top of one another.
Here is an example of the effect - no other filters have been used on the letter layers...
