I was looking for Image Shine Rel5.2 by Graechan.
The link for it in gimpchat.com doesn't work.
gimpscripts.com seems to be the only place you can get it.

I don't have that script, but I believe you can do something similar via Filters > Light and Shadows > Lighting effect.
