I'm looking for a "Frame" plugin that will put a commercial frame moulding around a photo. I've found some that do a good job of putting a mitered generic frame around the photo, but they aren't quite what I'm looking for.

What I want to do is to put a photo of a portion of a commercially available moulding into a folder along with the moulding width. Then I would like for the plugin to put that moulding around the photo.

It would be necessary to define the size of the photo in inches and scale the image of the moulding to match so that the moulding is proportional to the size of the photo. In other words, an 8x10 inch photo plus a 3 inch moulding needs to look correctly scaled.

There is commercial software available to does this, usually as part of an online framing website. These only use the moulding that the website carries. If the plugin would use a photo of a section of a section of moulding, I could even use a homemade moulding. I found one unsupported software for $130, but I am unwilling to spend that much for unsupported software!

Is anyone aware of such a plugin? Would anyone be willing to write one? If you can write it, I can define exactly how it needs to work.

So you would pay $130 for a supported Gimp plugin?

You don't need a plugin to do that.
Open a photo of the frame you want to use in Gimp, put an alpha channel on it, select the inside with rectangle select and 'cut'.
Now just scale your art to fit in the rectangle and anchor it down.

While reading your question I saw this above:

I would say Wallace made that with his Gimp skills. Notice his 'canvas' doesn't fit the frame?
